The app lets you photograph a source of light or lamp you want to measure.
The app analyzes the proportion of lamp flicker in relation to the amount of steady flicker-free light and also indicates the percentage of flicker at different frequencies.
The app tells you when flicker may be detrimental to some people.

Oulight application currently supports measurements on countries with 50 Hz mains frequency (eg.
EU).
